一個(gè)沒(méi)有思想活動(dòng)和缺乏學(xué)術(shù)氛圍的大學(xué)校園，哪怕它在物質(zhì)上再美麗、再現(xiàn)代，在精神上也是荒涼、冷清和貧瘠的。歐洲歷史上最早的大學(xué)就是源于學(xué)術(shù)。大學(xué)與學(xué)術(shù)的關(guān)聯(lián)不僅體現(xiàn)在字面上，更重要的是，思想與學(xué)術(shù)，可謂大學(xué)的生命力與活力之源。

　　我校是一所學(xué)術(shù)氣氛濃郁的財(cái)經(jīng)政法高等學(xué)府。范文瀾、嵇文甫、潘梓年、馬哲民等一代學(xué)術(shù)宗師播撒的學(xué)術(shù)火種，五十多年來(lái)一代代薪盡火傳。因此，在世紀(jì)之交，在合并組建新校從而揭開學(xué)校發(fā)展新的歷史篇章的時(shí)候，學(xué)校確立了“學(xué)術(shù)興校，科研強(qiáng)校”的發(fā)展戰(zhàn)略。這不僅是對(duì)學(xué)校五十多年學(xué)術(shù)文化與學(xué)術(shù)傳統(tǒng)的歷史性傳承，而且是譜寫21世紀(jì)學(xué)校發(fā)展新篇章的戰(zhàn)略性手筆。

　　“學(xué)術(shù)興校，科研強(qiáng)校”的“興”與“強(qiáng)”，是奮斗目標(biāo)，更是奮斗過(guò)程。我們是目的論與過(guò)程論的統(tǒng)一論者。我們將對(duì)宏偉目標(biāo)的追求過(guò)程寓于腳踏實(shí)地的奮斗過(guò)程之中。由學(xué)校資助出版《中南財(cái)經(jīng)政法大學(xué)青年學(xué)術(shù)文庫(kù)》，就是我們采取的具體舉措之一。

　　本文庫(kù)的指導(dǎo)思想或?qū)W術(shù)旨趣，首先在于推出學(xué)術(shù)精品。通過(guò)資助出版學(xué)術(shù)精品，形成精品學(xué)術(shù)成果的園地，培育精品意識(shí)和精品氛圍，提高學(xué)術(shù)成果的質(zhì)量和水平，為繁榮國(guó)家財(cái)經(jīng)、政法、管理以及人文科學(xué)研究，解決黨和國(guó)家面臨的重大經(jīng)濟(jì)、社會(huì)問(wèn)題，作出我校應(yīng)有的貢獻(xiàn)。其次，培養(yǎng)學(xué)術(shù)隊(duì)伍，特別是通過(guò)對(duì)一批處在“成長(zhǎng)期”的中青年學(xué)術(shù)骨干的成果予以資助出版，促進(jìn)學(xué)術(shù)梯隊(duì)的建設(shè)，提高學(xué)術(shù)隊(duì)伍的實(shí)力與水平。?最后，培育學(xué)術(shù)特色。通過(guò)資助在學(xué)術(shù)思想、學(xué)術(shù)方法以及學(xué)術(shù)見(jiàn)解等方面有獨(dú)到和創(chuàng)新之處的成果，培育科研特色，力爭(zhēng)通過(guò)努力，形成有我校特色的學(xué)術(shù)流派與學(xué)術(shù)思想體系。因此，本文庫(kù)重點(diǎn)面向中青年，重點(diǎn)面向精品，重點(diǎn)面向原創(chuàng)性學(xué)術(shù)專著。

　　In absence of intellectual activities and an academic atmosphere, a university campus would be spiritually desolate and barren no matter how physically beautiful or modern it is. In fact, the earliest European universities in the history were originated from academic learning. The relationship between a university and academic learning is not only represented literally. What is more important, however, the ideas and academic learning are real sources of energy and vitality for all universities.

　　Zhongnan University of Economics and Law is a higher education institution which has a rich academic atmosphere. Having the academic seeds planted by such great masters likes Fan Wenlan, Ji Wenfu, Pan Zinian and Ma Zhemin, for more than fifty years generations of scholars and students in this university have been sharing the fruits and making their own contributions to it. Therefore, in the turning point of this century when a new historic page was turned over with the merging of Zhongnan University of Finance and Economics and Zhongnan University of Politics and Law, the newly established university had set its developing strategy as "Prosper with academic learning, be strong with scientific research", which is not only a historical inheritance of more than fifty years of academic culture and tradition, but also a strategic decision which is to lift our university onto a higher developing stage in the 21st century.

　　Making the university prosperous and strong is the ultimate goal as ?well as the struggling process. We believe that the goal and process are integrated. We tend to combine the pursuing process of our magnificent goal with the practical struggling process. The Youth Academic Library of Zhongnan University of Economics and Law, which is published with university funding, is one of our specific measures.

　　The guideline or academic theme of this Library lies, firstly, in promoting the publishing of selected academic works. By funding the Library, we aim to have our own academic garden with high-quality academic fruits, form the awareness and atmosphere of quintessence and improve the quality and standard of our academic products, so as to make our own contributions in developing such fields likes finance and economics, politics and law, as well as humanity science, and working out solutions for major economic and social problems facing our country and the Communist Party of China.
